Fukuoka City Museum has been a beloved cultural centerpiece of Seaside Momochi for more than 30 years. The large pond spread out in front of its south entrance was a quiet place where visitors could relax.
The scenery this pond created was truly lovely! On calm, sunny days it mirrored the surrounding trees like a looking glass, and the view was exceptional. Drawn by that beauty, I posted photos taken on my iPhone to Instagram many times.
But now that peaceful view is gone, replaced by construction fences and the sound of heavy machinery. This is not temporary maintenance work. A large-scale, permanent redevelopment is under way that fundamentally changes the character of this place as a public space.
The museum’s pond is to be reduced by 75%, and most of it will apparently be replaced by a commercial facility (a restaurant).
What Is Happening? From a “Place of Rest” to a “Place to Earn”
The biggest change in this redevelopment plan is reportedly what happens to the pond that stood at the center of the south plaza.
According to the official plan, the pond, currently about 2,500 square meters, will be cut dramatically to about 625 square meters. A restaurant and rest facilities will be built where the pond used to be. This will be the first time this plaza has served a commercial function.
Fukuoka City explains that it will develop the new plaza as an open “oasis of flowers and greenery.” In practice, however, this is a major shift in direction, from a waterside space whose value lay in quiet reflection to one that generates economic activity such as dining and events.

How Long Will It Last? A Long-Term Project Through 2029
Under the official name “Fukuoka City Museum Renewal Project,” this is a large-scale plan spanning about five years. The project is divided into three main phases.
- Phase 1: Construction of the Storage Building (under way, through around March 2026)
A new storage facility is reportedly being built on the north side of the museum. - Phase 2: Redevelopment of the South Plaza (around August 2025 to around October 2026)
During this period, the front plaza on the south side, including the pond, will be completely closed. Access to the museum will move to the east and west entrances, and the parking lot will also be partly reduced. - Phase 3: Full Renovation of the Main Building (around October 2026 to March 2029)
During this period, Fukuoka City Museum will be completely closed. Aging equipment will be replaced and the exhibition rooms fully renewed.
The grand reopening is scheduled for March 2029.
Why This Plan? Fukuoka City’s Larger Strategy
Aging facilities are given as the main reason, but behind this large-scale redevelopment there seems to be a broader economic and urban development strategy of Fukuoka City.
The city’s “Basic Plan” explicitly sets the goal of strengthening the museum as a hub for cultural tourism and enhancing its role as a “unique venue” that can attract international conferences and exhibitions (MICE). A quiet pond is not well suited to hosting events or generating revenue, whereas a plaza with a restaurant fits the aim of attracting MICE.
This move is part of an urban strategy that follows “Tenjin Big Bang,” the redevelopment of central Fukuoka. The city positions culture and the arts as the next pillar of urban development and is advancing several large cultural projects in parallel. Because these projects are all scheduled for completion around 2029, it appears the city is trying to transform Fukuoka into an international “city of culture and the arts” under a consistent vision.
How Is It Being Decided?
Another important aspect of this project is its method. For the renovation and long-term operation of the main building, a PFI-RO scheme — a public-private partnership model — will be adopted.
Under this scheme, a selected private company takes charge of everything from renovation to operation. In effect, museum operations will be privatized, and the management decisions of the private operator will have a large influence.
Looking at the decision-making process, Fukuoka City is leading the plan. However, from the published materials I could not confirm whether any procedure was actually carried out to gather broad public opinion at the planning stage on such a major change to the landscape as cutting the pond by 75%.
Summary: Rethinking What Public Space Should Be
The redevelopment of the Fukuoka City Museum pond seems to be more than just a change in scenery. Against the backdrop of the city’s economic strategy, it can be seen as a symbolic event in which the value of public space is being redefined from “rest” to “revenue.”
Such a major change to public space should have its background and details shared more widely with citizens. A private operator is expected to be selected going forward, and citizens will need to keep a close eye on that process and the contract terms as well.
Should the public spaces of our city prioritize commercial convenience, or should they protect a quiet, contemplative richness? This redevelopment plan seems to pose that question to each one of us.
